RI-WINs was launched in 2004 by the Business Innovation Factory to create a statewide, border-to-border, wireless broadband network that breaks down barriers to innovation, improves interoperability among new products and technologies, and establishes Rhode Island as an ideal place to explore and test new business models.

IBM will play an instrumental role in coordinating the efforts of the RI-WINs pilot participants, a public/private partnership that includes Atrion Networking Corporation, Brown University, Cox Communications and Cox Business Services, CVS/Pharmacy, the Ocean State Higher Education Economic Development and Administrative Network (OSHEAN), the Rhode Island Department of Administration, the Rhode Island Port Security Communications Network, Stratum Broadband, Verizon Communications, and Verizon Wireless.

3/1/2005, Broadband Wireless Business Magazine TowerStream Demos Mobile VoIP Over Wi-FI - TowerStream has completed a one-month trial of mobile voice-over-IP (VoIP) technology using a Wi-Fi network. The trial, conducted in Middletown, R.I., used TowerStream's 802.16-based fixed wireless network connecting to Wi-Fi access points. The network was able to pass VoIP phone calls "seamlessly between Wi-Fi access points without dropping a call," according to an announcement issued by the company.

TowerStream plans to set up a free Beta trial of the service in New York City. Beta users can sign up at TowerStream Demos Mobile VoIP Over Wi-FI, which will allow them to get up-to-date information on the availability of the service.
